José de Mello Saúde sees Quality as a distinctive guideline in healthcare delivery, therefore applying into its facilities a clinical management system that is based on the monitoring and assessment of a broad set of indicators.

In this respect, clinical coding has been implemented at the Saúde CUF facilities. This operation as been followed by an active policy consisting of the development and use of the electronic clinical process and clinical records collection. This investment has allowed us to line up the information that is available both in the private and public-private profile, allowing for the establishment of a clinical management information system. With this system, the recorded performance undergoes an external evaluation and a comparison with organisations of parallel clinical profile, through the use of assessment tools, audit, and clinical benchmarking.

José de Mello Saúde has been intensifying its participation in the SINAS Programme for hospitals, ruled by the Portuguese Health Regulation Authority [Entidade Reguladora da Saúde – ERS], due to the management of integrating the following facilities: hospital CUF Descobertas, hospital CUF Infante Santo, hospital CUF Porto, Hospital CUF Cascais, clínica CUF Torres Vedras, Hospital de Braga and Hospital Vila Franca de Xira.

The participation of the José de Mello Saúde Facilities is effective in all the five dimensions of SINAS that are to be assessed: patient safety, focus on the patient, facilities and comfort, customer satisfaction and clinical excellence. In all these dimensions, the facilities of José de Mello Saúde have been awarded a star, which means that they comply with all the required parameters.

José de Mello Saúde is the only group in the Portuguese healthcare delivery industry that participates in the SINAS assessment programme, in which all the facilities have 5 stars.

It is also important to mention that all Saúde CUF facilities have received top ratings in the parameters of Patient Safety, and Focus on the Patient - key pillars for the evidence of Clinical Quality in healthcare delivery.

With respect to Benchmarking, José de Mello Saúde has also joined the model of obtaining and comparison of clinical results called IAmetrics for the whole range of the facilities: Hospital de Braga, hospital CUF Descobertas, hospital CUF Infante Santo, Hospital Vila Franca de Xira, hospital CUF Porto, clinica CUF Torres Vedras and clínica CUF Cascais.

Patient Safety

There is no clinical quality without patient safety. Faithfully to this logic, José de Mello Saúde has kept and reinforced its commitment to the development of this law, based on the following course of action:

• To develop a culture of safety, through the interpretation of communication campaigns about the key-subject matters for patient safety that are sponsored by the World Health Organisation;

• To create a transversal structure in the organisation – the Health Security Programme – which is responsible for the definition of an action strategy on this subject;

• To implement an action strategy that is based on continuous improvement and that works from the evidences generated by the Adverse Events Recording, on an electronic tool that is available throughout José de Mello Saúde;

• To obtain outcome indicators associated with infection control and risk management.

With the intention of determining common policies and courses of action for the Risk Management area, José de Mello Saúde uses the same risk management software throughout all Facilities – HER+ Health Event Risk Management – which allows the evaluation of the adverse event reports of each Facility and of the company.

The continuous improvement process is supported and developed by the information that is generated by this system, with the clear aim of raising the bars that have been reached in the field of Patient Safety.
